The boorish behavior in question seems to be pretty much typical for Emily Naeole. While it is disrespectful and annoying, it probably won't result in much more than an admonition to "be nicer." The religiosity, if forcibly imposed on others, could be more serious, but just constantly shouting about it and claiming a direct line to God is something that a LOT of politicians have done.
So this is just more of Emily being Emily, but it could get dicey if a violation of the law is determined to have taken place. Frankly, I'll be surprised if the Ethics Board does anything serious. It doesn't seem to be in their nature.
