Taxing flea markets and farmers' markets is common in some states. In Georgia, they had special squads whose sole job was to tap into this part of the economy. In fact, some flea markets around Atlanta required vendors to either produce proof of tax registration or buy a temporary permit on the spot before selling anything. Once registered, tax had to be paid or penalties were assessed.
In a budgetary crisis, I'm not surprised to see Hawaii looking at this option, although I personally think agricultural and home produced products should be exempted.
