if you have a law that says that parents are required to send their kids to school
and a school that is situated in an unhealthy environment
and you continue to have the school open
and attendance mandatory
then I suspect you would be condoning the exposure of the community to unhealthy conditions
if later you said those conditions are unhealthy
you'd have to close the schools.. hospitals.. etc.,
and face possible mounds of litigation over all sorts of stuff..
so it's probably a whole lot smarter to just shut up!
at least it looks like that's how our local government figures it
sheesh they love their taxes.. and god knows they are more sacred than anything else, including the health and welfare of the community that pays 'em. so whereas when the new vent at the summit of kilauea opened up they had all sorts of things going on.. road blocks, park closures etc., and now it's just another vog day.. no biggie right?
