Is it me or does it seem things are getting worse? We still have an arrogant general manager and his assorted misfit board minions managing HPP. I'm perplexed with the options that would cost a lot of money and drag on for years.

Mermaid I don't see how you put up with this BS. Thanks for hanging in there and doing what you can. Don't let these A-holes intimidate you.

Anyone living in hpp district 1,6 and 9(see hpp district site for your district) please consider running if you want to change whats happening in hpp. U must be a redident of that district with your name on the deed,and hpp fees paid up in good standing to qualify.

If we get those 3 and one more trustworthy board member than we have a real chance to effect change in a broken system.

If not I can see the state putting hpp back in recievership like it was in 2006-09 Due to non road use of our road fees. Your remaining 5 mil in bond debt is financing the lawers only in this case. Also we have over 1.0 mil in outstanding UNCOLECTABLE unpaid road fees.

Day lum said at last membership meeting,that they did collect fees last time,and would do the same if hired to take responsibility this time. She said if we are not building 1 new road a year,there is something major wrong with the board.

I have had family living in HPP for many, many years. Way back. Some of them have been active, many have not but the general consensus is that things have continued to degrade these last 4 years. You can never make everyone happy but generally people were happy with their roads and the management of HPP up to 4 years ago. Good, qualified, professionals were replaced with the opposite. The roads are atrocious, the attitude created by the staff and GM is negative. When employees try to stop positive things happening here something is really wrong.The board does not chose to support the membership. Looking ahead, my family members who have resided here do not see things changing for a very long time. Some have already moved out, a few more have their houses for sale. We are strongly considering as well. Good people seem to be leaving in dorves. The very people who care are the ones leaving. I don't think I want to watch more degradation and hoope that in 10 years things urn around.So sad.

Info from the last board meeting...

Forensic analysis: The board will be contacting the forensic analyst to ask him to attend a board meeting so questions can be asked. The majority of the board wants to start the analysis in 2007, starting with the Bond. The analyst has been contacted and will be meeting w/the board this week.

Question: If something is discovered during the forensic analysis that occurred several yrs ago, what is the statute of limitations for prosecuting? If that time period is past the statute of limitations, what do we hope to gain? It will cost the association more money to start the analysis in 2007.

The person who made the motion to have a forensic analysis at the Oct 2017 membership mtg had concern over the chip seal roads and the business that surrounded it. He's a road expert and was very disturbed at what he saw when he inspected the chip seal roads. He attended a board mtg and asked the board which contractor did the substandard job and was told it was done "in house". Hence his taking it to the membership for vote to have a forensic analysis. IMO, as seen in the mtg minutes, the lot owner's intent was to cover the chip seal era in the forensic analysis. Also during the chip seal era, in a wide scale not seen before, our roads degraded to an all time low and the easements neglected, yet road fees increased more than 15%. I believe that’s why there was a unanimous vote to have a forensic analysis. To give the membership peace of mind, that era should be covered.

The GM stated at the last board meeting that if the forensic analysis starts from today going back over the past 4 yrs, we'll be disappointed and will have wasted our money because there's nothing to find.

Bylaw amendment ballots: The majority board decided not to mail the ballots out. The atty said ALL 5 amendment proposals were state law compliant so no issue there. The majority board issue now? They say the Bylaw Committee didn't let the board review and approve the bylaw amendments first before presenting it to the membership for vote at a membership mtg. There is a difference in interpretation of the bylaws over this matter. Some say the bylaw amendment process is for the Bylaw Committee to take the amendment proposals directly to the membership for vote at a membership mtg (this was done). If a 2/3's affirmative vote is attained (it well exceeded 2/3) then the bylaws say they get mailed out to the entire membership for vote.

Question: Why would our bylaws and state law say that the membership can amend their bylaws whenever they wish, yet give a board authority to not approve the amendments? If that were the case, the membership couldn’t exercise their right to amend their bylaws "whenever they wish" if a board could obstruct it. Doesn’t make sense does it?

The conflict of interest bylaw amendment proposal is a hot topic. It has more teeth. There is a great deal of disagreement and resistance over this bylaw amendment proposal, especially among those that could directly or indirectly be affected if the membership voted for it.

Road Fee Increase: The board voted to increase the road fees 10% w/the stipulation that the 10% would go towards asphalt paving only. Dist 7 and Dist 5 reps abstained. There's no security that the monies would only be used for asphalt paving. Prior to Jul 2014, funds were set aside to asphalt pave at least one mile of road per year. After Jul 2014 with a new board, that money went towards other expenditures.

The board unanimously voted to pave a minimum one mile with asphalt as there's enough $$$ to do so. They will be seeking bids to present at the next board mtg.

The Human Resources Committee needs another member. They don't have their minimum requirement. Please consider helping out with this committee. If you are interested, please attend the next board meeting and speak to any board member prior to the meeting, or email any rep using the district email addresses posted on the HPP website.

Be aware that the info presented by mermaid is he opinion of what she sees in hppoa. Not a consensus of the membership or the board. Keep an open mine folks,and do your own research into the minutes of all the meetings thruout the years. Also go to the many meetings and see what happens in them. They are all open to the public except executive board meetings.

I never thought I would say this, but I have seen some noteworthy improvement in the maintenance of my unpaved road. The grader recently made its second pass of the year, and the interval between gradings was much shorter than the last. The quality of the grading also seems to be improved, with the road gently sloped to the sides to facilitate even runoff of rainfall. Just prior to the grading, the mower came through, and the quality of the work was also improved. I observed the operator, and he seemed to have a better grasp of the equipment than previously noted. I hope this improvement holds up and is experienced by other property owners on their roads.

Why abstain from voting? If you oppose the fee increase, vote against it.
The Board ignores all committees that affect its "business" anyway, so what difference will another member make on the HRC?

dand.... I have no problem with Mermaid. I've seen her reference bylaws and minutes in her posts. I've gone to some of the meetings and everyone has their own perceptions. I'd say she's on point most of the time. I trust the information Mermaid posts. I've never seen so many dysfunctional and clueless characters on a board ever. Worse yet is the arrogance of the general manager behaving like one of the arrogant directors. An employee mouthing off at a director and getting away with it is incomprehensible. That's when I decided that was it for me. I can't stomach any more of their meetings. I give Mermaid kudos for what she puts up with and it's plain to see that she advocates for the lot owners. She gets my support for that.

Should I assume that professional management's out of the equation since the Bylaw ballots aren't getting mailed out? [V]
