Which, as you stated has been happening since 1905 when Hawaii County was formed.

Before that some King and/or Queen dictated land use.

Strange thing about conspiracy "nuts" is they don't recognize real, actual, gigantic and monstrous conspiracies like Enron or the Iraq war or subprime loan repackaging. These efforts took the deliberate conspiracy efforts of thousands of willing and knowing people, affecting millions, all "neighbors on the street". And the facts:

Ron Paul - from Texas
Enron - from Texas
Iraq war - from Texas via Bush
Subprime loan repackaging - from Texas

During the Enron trials, the fact came out that Enron transferred $7 billion from California to Texas by just grid manipulation. For the subprime, about $7 trillion left the economy and most of that went to Texas. These actual, real conspiracies take the coordinated efforts and labors of thousands and thousands of "average citizens". Before this, it was the Hunt brothers (Texas) trying to corner the silver market, the S&L collapse (Texas and Arizona).

The problem is after the conspiracy collapses, nothing is learned and the average brainwashed population goes back to their daily lives, almost as if being exposed to a brain wipe device.
