The emergency declaration under Act 111 allows CD to restrict access to certain areas impacted by the emergency, including public roads. You can try it, but the public road argument doesn't have any legal standing at the moment.

As for the police, I like staying on their good side, not challenging them. YMMV.

CD even forbade Jack Thompson to go up to his own property in Royal Gardens and another person to go to his property on the lower flats near the ocean where he had a small cabin. They had to become trespassers in order to go to their own houses.

I'd enjoy seeing the lava too. Most people would.
I'm just not interested in any kind of confrontation as part of the package.

First, wrap a towel around your head to help with the heat.

Get an old fishing vest and stuff the outside pockets with highway flares in case there's an accident.

Run through the roadblock yelling incoherently to distract the guards.

If you could get several people to join you, it would be even more effective.

Follow these guidelines and your viewing experience should be spectacular.

Well.. If your going to do it you better do it before they install full body scanners at the checkpoints...( lest someone sneak in an egg beater or can of ravioli.)

Its just a matter of time before they bring in mobile xray vans and patrol the streets for such contraband.
