If you build it they will come.
At least no one has coned off a space and offered to wash YOUR car for $5.
Yet.

How much do the water tankers pay for the 'free' water that they then charge us for?

I see a lot of people just set their jugs on the ground and let the water gush over them.

I'm in the camp of Use as much as you need, but don't waste it.
I feel the county is saving TONS ... By not having to run water lines and maintaining large ones at the street. Also, they are saving big bucks by not providing a solid waste plant or trucking solids to a waste plant. Plus hiring even more county workers to maintain it.
I think all this money they are saving, they should friggen install some decent toilets and showers at each fill up station. To me, they are frigen lucky no one is sueing them for not providing services to every lot on the big island.
My feelings are same with trash, Oahu and maui? can have garbage truck service for free... why not here? They are saving big bucks letting the public drive (burn ick *please don't do that*) trash to a transfer station. At least they could do is hire 10 more people to pick it up along side the road ways.
Ericlp, what a well written rant. Like button?

Where do you get the idea that the County owes you a water system? New developments are required to install water distribution systems and the costs of the lot include those costs. If you want county water at your lot, get your neighbors together and pay for the installation of a distribution system. The County Water Department operates on a break-even basis - if you want a water meter, you pay a hook-up charge based on capacity - that includes a pro-rated cost of the well development and the water system to your subdivision. I paid for mine, and you can pay for yours...
And to the other whiner asking about the water tankers, those people have a meter on their access line and pay for the water that they draw.

I don't think most of you understand that the infrastructure in the US was built by concerned citizens. If you want water and sewers you will need to band together and build it yourselves.
Do you want the County to do it ?
Demand that they provide you water. They will probably assess each of you an equal amount of the cost.
That's how it works !!
Those who are hooked up to county water are paying or the pipelines that provide the water to those spigots . Taxpayers are paying for the spigots and the facilities.
Trash pickup!!! Same deal . We have trash pickup in my neighborhood. We pay someone to do it.

By your reasoning of,"charge em", the county cofferes would be overflowing with cash from the millions of gallons that PGV uses.

Sorry O'bob, you lost me on that one...
The county doesn't charge for the water - the water haulers are paying for their apportioned cost of the wells the county drilled and for the cost of pumping the water from those wells. The county didn't drill any PGV wells nor do they pump them.
