How about legal gambling and dope smoking for hotel guests.
Without tourists money it’s gonna look like the zombie apocalypse here in a few year.
But I think that The apology resolution thing prohibited casinos on homelands

The proposed casino passed the first hurdle:

The Hawaiian Homes Commission (HHC) approved a draft legislative proposal from the Department of Hawaiian Home Lands (DHHL) to allow limited casino gaming through an integrated resort property in Kapolei on Tuesday, Dec. 22. 

Upon submission, the draft proposal will be reviewed by the Department of the Attorney General, the Department of Budget & Finance and Gov. David Ige for consideration in his legislative packet.

This is a long, long way from anything close to official approval.  If it only passed 5-4 at DHHL, I don't expect it to easily make its way through the legislature.  Having said that, I'll repeat what I said earlier:  

If you think there's corruption, incompetence, and inside dealing in DHHL/OHA now, just give them a casino and see how much worse it can get.

If they quickly spend lots of money on lobbyists to promote their proposal...they may have a chance.

An excerpt of the license/tax provisions makes the bill sound somehow ... crooked.

8(a)(12)(d) Gaming license; application; fee. A nonrefundable application fee of one million dollars shall be paid to the commission by an applicant at the time of filing to defray the costs associated with an applicant's background investigation conducted by the commission.
13(a) Supplier's licenses. (a) No person shall furnish equipment, devices, or supplies to the licensed integrated resort under this chapter unless the person has first obtained a supplier's license pursuant to this section. The commission may issue a supplier's license to any person, firm, or corporation who pays a nonrefundable application fee as set by the commission upon a determination by the commission that the applicant is eligible for a supplier's license and upon payment by the applicant of a license fee, the amount to be set by the commission and adjusted to market conditions from time to time. Supplier's licenses shall be renewable annually upon payment of the annual license fee and a determination by the commission...
14(a)(1) Occupational license. The commission may issue an occupational license to an applicant upon: The payment of a nonrefundable application fee set by the commission ...

They sure have a lot of overhead and administrative expenses.  But then, those papers won’t shuffle themselves will they?  I would love to see DHHL’s projected figures, either an estimated percentage or dollar amount which they expect will finally be received by the Native Hawaiian people.  Not including the (probably) six figure salaries for casino management.
