Cell phone tower

If you want a cell phone tower erected, there is nothing the County can do about it. Cell phone companies just play the game with elected officials and planning deptartments, but they know if push comes to shove, in time they can ram it right down the local governmenet and resident throats and have their tower. In the interest of "civic mindness" they try to work with the system, knowing full well that they hold the cards. Elected officials and planning department know this so they also play the game. They may agree in the back room to deny a tower at one location if enough voters are vocal, in exchange they let several towers go up other places despite opposition.
