Well said ghostbuster.
The irony of John Weber taking off "for the good of his family" while leaving so many families traumatized in his wake is should not be lost on the community at large.
The desire for those federal grants based on quantity not quality for drug convictions seems to be a cancer in the soul of our community.

Hey Ghostbuster bring the ACLU, I am sure Weber would love to talk to them, and the PD would hate it if Weber talked to them. Del who are you to judge quanity over quality, do you have copies of Weber reports, I don't think so, if you copies of all his cases you would not be talking cause if you saw the amounts recovered and the fact that these families were drug dealers you would shut your mouth. What you have is a couple of cry baby drug dealers that huied together to make up stories, all those people that you see at all these council meeting are all people who were busted with large amounts of dope and firearms, and some with hard drugs. Bring the ACLU they will be wasting time and money. Until you walked in the officers shoes you should not quit your day job, assumptions is the mother of all f-ups

Enacted in 1988, and recently refunded under President Obama’s stimulus package, the Byrne grant program is designed to help states and local jurisdictions fight drugs and the violent crime associated with drug trafficking. The program provides federal money in 29 specific “purpose areas,” including crime-victim assistance and alternatives to incarceration for nonviolent offenders, but most of the grants are intended for police activity. And a good deal of the money disbursed is predicated on the number, not the quality, of drug arrests.

The general rule for getting more grants is get more arrests. That's the reason Jay Kimura doesn't want to follow the law as the people of Hawaii County have laid it out for him. It's the duck pond theory. Many easy (trumped up?) busts mean more money than a few meaningful arrests.

Del - I don't know where you or the other posters (newbies at that) seem to be going with this, but there are large differences between:

medical marijuana - legal with limitations
adult personal use - illegal but sorta OK with the County, but not Feds
lowest law enforcement priority - illegal, but still small amounts not worth it to the County to go after and relates back to adult personal use
drug dealers - illegal with County, State and Feds

If I have read all the laws correctly, the lowest law enforcement priority deals with adult personal use and not people that grow large amounts for the primary purpose of resale, who would be true drug dealers and tend to have large amounts of cash and often have weapons.

I have not followed up (yet) on all arrests made by this former officer, but were all of them marijuana-related or other drugs such as ice, crack, cocaine, etc. as well?

I'm sure they were not all marijuana related, but there were many where the amounts seized were "expanded" to fit the law. That is, to take them to an illegal amount. And too many instances where people with medical marajuana licenses were arrested and the amounts actually seized were trumped up. Some of those cases when disputed were dropped where the evidence was easily available to dispute them. One of the problems with what may be going on is that it becomes a matter of they said/they said. The amounts and circumstances once put down on paper become somewhat official in the eyes of the courts. Enough people are disputing the documents now to suggest that we need a countywide investigation to see what is really going on.
As for the recent county law passed by the voters of the county, Jay Kimura, the county prosecutor, all but thumbed his nose at the county council when a committe hearing was held to see why he wasn't following the law. (That's a summation of a lot of verbiage that went on.)

Del you have completly crossed the line and are treading on thin ice. Were you at any of those search warrants or have you ever recovered evidence, I think not, one officer recovers the evidence and that is not the arresting officer or the officer that prepared the search warrant its an officer whose only function is to count or weigh the dope. You must be out of your mind to think that an officer is going to chnage the numbers, and you be ashamed of yourself for thinking so. Most of the Mj search warrants conducted during the time period you are suggesting all exceeded the legal limits by hundreds, what would be the benifit of changing the numbers it would hcnage the crime once you go over a certian number it does not matter example if you had 200 plants or 1000 plants the punishment is the same. You are talking out your butt and have crossed the line and should be careful before you get yourself in trouble. I thought this blog people were more civil and had more sense but I was wrong the same ignorance as the tribune heralds blogs.

Del one more thing all these people and incidents were are they bring them forward, I beg you to, please do so, call the FBI, the ACLU, whoever you want, your all crazy and have nothing better to do with your lifes except complain.

I thought keeping an eye on our government is a responsibility. Maybe I went to a different school system. One question Shaking, What "time period" are you talking about?

There were not just marijuana bust there were assaults and a homicide.

Here are a few...notice how many assaults of women.

Mary K king......1999. assault in the third degree.

Santiago Vasquez....2001....homicide....This resulted in a wrongful death civil suit also.

Anna Lou Reinhardt...2007.....assault in the third degree.

Wendy Tatum....2007.......Harassment.

George Kai.....2007...Terroristic threatening 2.

Nancy Harris....Feb. 2009....not sure yet what charges were.

Mike Ruggles.....Oct. 09...A civil action.

A dispute with fellow officer Gregory Estaban....Not sure of the charges but officer Estaban has an excellent reputation.

Domonic Vindiha....no date yet.......assault 3

There are more. If anyone has information post it and an investigator will look at it.
