If Hawaii County's stated 185,079 population are equally divided into nine council districts (with a variation of no more than 4.99%) that comes to approximately 20,564 people per district. There is no logical way for Puna to not result in two full council seats.

Eyes will be on the Redistricting Commission the formation of which is now under stress due to Mayor Kenoi's actions or lack thereof.
Assume the best and ask questions.

Rob, you bring up an interesting point, & there are 3 districts that do not show up on this count with even 5,000 residents each,, but each seems to have missing area data:
North Hilo has only Laupahoehoe, with 561
Hamakua has 3,199
North Kohala has 3,284

At one time, these were the big sugar money districts, but maybe it is time to look at combining those into one district & redistricting Puna & Hilo to even out representation... not sure how that would fly & Hilo still is the biggie for population density on island....

I couldn't find the Red rd, but I did find Pahoa-Kalapana which is a large area.
total pop: 11,060,
it was 8,597 for the 2000 census.
The fact finder sight for the census takes awhile to figure out, watch the tutorial video on the site, it makes it a lot easier.
