Billy Kenoi gets a what??
Sounds like pCard abuse is way worse on Maui, the Uncle Billy investigation has turned statewide after the Honolulu news got it. Sounds more like abuse of purchasing authority in the worst case rather than personal purchases, so far.

Just a few months ago I had to plan and order new kitchen equipment for people working at our place so they could eat and get drinks during their shifts. A cheap microwave, kettle and coffee maker. It came to less than $200 but still had to justify it.

For some reason, the need for a large freezer and meat slicer never occurred to me. Then again, I have never had to buy a surf board for work purposes, nor a bicycle or hostess bar services.

The Punatics thirsting for a blood-drenched public beheading of Uncle Billy are probably going to be disappointed. Punatic yokels don't seem to understand the government credit card is in the name of the holder and totally his/her responsibility, not the government's. Also, that is why it is called a CREDIT card, there is no government money for it except for post expense reimbursement. If the charge is not allowed, it will not be reimbursed and no government money is released from the treasury. The individual holder is responsible for making the payment and it only affects their credit rating.

That might be true of the DOD cards mentioned in the story you linked to, but not the pCard Card Billy used here in Hawaii. They are two different types of cards with different restrictions and regulations.

The right-wing loony maroons come out. A government credit card is a government credit card. They have the same rules, no personal purchases. They are rules, not laws. This is giving too many clues to the clueless but Hawaii STATE government is DIRECTLY modeled from the US FEDERAL government structure. The government credit card is a condition of employment where the employee takes on debt to work for the government, which the government then reimburses. What is TDY, low intensity lights? Always swinging from the topic to personal dirty fighting tactics only expose you as yellow belly nut kickers.

Hawaii STATE government is DIRECTLY modeled from the US FEDERAL government

Kenoi "represents" the COUNTY government, which issued a "PURCHASING card".

Until/unless someone produces the relevant pCard documentation, it's ALL speculation.

Kenoi "reimbursed" some of the "questionable" charges.

- if the pCard is really a credit card backed by the holder's financials, these "questionable" charges would first have to have been paid by County in response to a (fraudulent) expense report;

- if the pCard is really a "purchasing" card backed by County financials, the "questionable" charges were immediately fraudulent, possibly subject to some amnesty if corrected in a timely fashion (not years later).

Arguments about "well exactly how fraudulent was it" are nearly pointless: simply use the yardstick "what would my boss/company/bank do to me if I behaved this responsibly?"
