Kenoi signed off on this, then did it anyway, and apparently nothing is happening...

Just like any of the recent "district of convenience" voter fraud incidents, where people signed paperwork and then did it anyway...

"The pCard is a corporate account. The pCard bill will be paid in full each month by the agency."

Nothing about reimbursing the government employee. However, they need to do some proof reading. From the introduction on page 3:

"Once a month, departments make can make just one payment to the card issuer."

privilege to obtain goods and services: from various merchants and vendors, which is a conflict of interest in serious breach of the highest standards of ethical conduct.” Petition also alleges that another County officer is in violation by continuing to allow the first officer to do so.”
