Just like any of the recent "district of convenience" voter fraud incidents, where people signed paperwork and then did it anyway...

Nothing about reimbursing the government employee. However, they need to do some proof reading. From the introduction on page 3:

Once a month, departments make can make just one payment to the card issuer."
