According to the PIM document, subdivisions along the "project area" are getting some of their streets upgraded to County spec "for free".

How nice for them.

I think I got it!
Some things are difficult for me to let go of...the state's lack of public communication in regards to a very important highway for thousands of people in Puna had me asking when is the construction starting,will the state/county strive for the entire completion or sections; will this take 2, 5, 10, 20 years to complete???
Well, much researching, I came across another part of the Project No. STP-0130(27)(Keaau-Pahoa Road Improvement) summary report from May, 2011. So if anyone else is interested, I'm putting it on here for reference.

Granted, the detour "through subdivision" will require adequate roads, and the suffering means these aren't exactly "for free".

That said, isn't there a County law that prohibits County involvement with any "private" road?

Oh, right, it's a State highway project, therefore magically okay.

My subdivision is also "in-State", where can I get some "free" road paving?

If I am reading this right, what this road work will get us is an additional shoulder in the Pahoa to Keaau direction. After all this work, there will be one traffic lane out of Keaau toward Pahoa and two lanes from Shower Dr. to Keaau. So what is this going to improve exactly? $15,000,000 is a lot of money to not increase carrying capacity at all.

The way I view it..... Lucky they are even starting it. Who cares about how much money XYZ costs since it's irrelevant. If cost was an issue everyone would have freaked out after spending 10 million to repave the best part of highway 11.

What it get's you is a lane that is open 24hours not just a few hours in the morning. Also if an accident happens they can close off a lane in either direction and still have a decent flow or if they have to repave a road.

Just be happy something is moving along. Try not to cry too much.

This has been in the works before the costco and super walmart was suppose to come in... I am happy that it's actually happening and "usually" when a local or federal government commits even in steps -- usually all the steps are completed and funded.

KEAAU-PAHOA ROAD SHOULDER LANE CONVERSION PROJECT SCHEDULED ON MONDAY, AUGUST 26 KEAAU-PAHOA

The state Department of Transportation advises Hawaii motorists of upcoming lane shifts and temporary closures on Keaau-Pahoa Road (Route 130) between mile post 2.0 and 4.1 beginning on Monday, August 26, from 8:30 a.m. to 3:30 p.m., for the duration of the Keaau-Pahoa Road Shoulder Lane conversion project. The project spans from Keaau Bypass Road to Shower Drive, a total length of 2.31 miles with a project cost of $15 million. Construction includes two 12ft lanes and an 8ft shoulder lane in the inbound direction and one 12ft lane and a 10ft shoulder lane in the outbound direction. These additions will improve traffic and help with congestion upon completion of this project. During the construction period, the speed limit will be reduced to 35 mph. Motorists are advised to allow for extra travel time.
I guess we can be happy that the roads here in HPP, only cost us a million a mile[?]

OK this may be a silly question but which direction are they calling inbound and which outbound? Are they talking about inbound to Puna or inbound to Hilo?

Actually carol thats a very good question. Why couldnt thet just say to Pahoa or from Pahoa? I take it as inbound is to Pahoa and out bound is to keaau, but I could be mistaken. Rob or James W can you confirm and why not 2 lanes both ways with the shoulders the same each way?
