As a Punatic, I think all of the Hawaiian Homelands and OHA lands should be turned over to joint ownership of all the people they were left for. Let them manage and build on them how they will, aside from not creating pollution or disturbing their neighbors. We in Puna like to live close to the land and hammer together shacks, why can't they? Work out who gets to build where the old fashioned way. Continue all US government benefits for two-five years so the homeless can get established and begin to provide for themselves on their land, and Hawaiians who choose to can move there, establish farms and communities and support systems for the less fortunate and those transitioning.

Update on the downtown camp:
The fines continue, along with construction of new "elaborate" and "unpermitted development:"
The owners of a downtown Hilo property that has become a homeless encampment have accrued nearly $200,000 in fines after failing to remove illegal structures for the better part of a year.
Court documents allege the owners have consistently blocked access to the property for inspectors, while the lot continues to display inadequate sanitation and is a nuisance to surrounding properties,

but ... but ... the owners are claiming that their land is in the Hawaiian Kingdom! Which is totally acceptable at Uncle Robert's or the Mauna Kea Access Road, so why not downtown? Is it a 14th amendment violation yet?

Another report stated action was taken after criminal activity was reported. What was the tipping point, as illegal camping and unpermitted construction had occurred long ago?

I noticed on Thursday and Friday more random homeless people around Hilo with carts of stuff and was wondering what changed.
