No one can be expected to complain about every lack of compliance. It's a busy world and we only have so much energy.
NIMBYism involves support of the particular project. RJ and Sativa don't support SPACE and aren't going to actively lobby for its existence in Kalapana. When a nuisance leaves the neighborhood, it is OK for people who are tired of fighting with it all the time to let it go.
NIMBYism really involves proposals for future projects, projects that are LEGAL and in compliance with zoning and codes -- BUT people just don't want them next door. Fighting something on the basis of improper zoning or lawbreaking is the right of any citizen and is not NIMBYism.
