Zoning is one of the tools Hilo has used to starve Puna for business. Puna has a population roughly equal to Hilo and Puna has something like 55 acres of commercial zoning while Hilo has 2,000 acres of commercial zoning.

It is not an accident.

We hope that the Puna Community Development Plan (PCDP) , as a legal CoH planning document, will help ease the way for development of village centers in places like HPP.

All Puna citizens should watch for attempts at council to water down or diminish the PCDP.
Assume the best and ask questions.

Someone correct me if I'm wrong, but I believe the parcel you saw listed is the one still belonging to the original developers of HPP, the Watamull family. I was told that they had no acceptable offers due to the lack of commercial zoning. In the current economic environment, they will have an even harder time selling it.
