Not real fond of this system but bail does not reflect guilt or innocence it is designed to make sure of the appearance in court.
I like it here in the shallow end of the gene pool

this supposed "deafness" doesn't match with the stories about the guy leaving "when he heard the police".

That's true.
Maybe "heard" is a hearing person's description. The suspect could have felt the vibrations accompanying their arrival. I know I feel it through the ground/floor when a car arrives at my house, and I'm not even sensitized the way a deaf person would be.
