Many tires now have embedded RFID tags, associated with you/your car at the point of sale/installation. These can trivially be read with sensor loops embedded in the road; these have been installed at various points along the highway system "to measure traffic flow".

(Note that I'm not referring to the loops used to control traffic lights at intersections; the "flow measurement" loops are always in pairs, along a stretch of "highway", with a fridge-sized NEBS cabinet alongside. There's even one on the way to Hilo.)

The automated reporting aspect of the mileage proposal sounds a bit problematic. I'm in favor of jacking up the gas tax, especially so on diesel fuel.

Necessary technologies have already been developed. The prevalence of private roads would require GPS tracking to avoid collecting taxes thereon, unless County wants another lawsuit.

Make no mistake: the per-mile tax will be higher than the per-gallon tax, but obsfucated so that this is not apparent.
