As long as the legislature which is dominated by Oahu legislators has veto power over establishment of municipal governments by neighbor island communities, people can plan until they are blue in the face and it will come to NOTHING! However, if that magically disappeared people here wouldn't have to reinvent the wheel, municipal governments exist all over the country, most organized along the basically the same lines. Carol

Topic is wandering, but...
To incorporate or not? That was not necessarily my thoughts in questioning the viability of HPPOA's current governing structure. Although the idea naturally arises. Have often heard HPP folks speak of it. First, as Carol says, a municipality would (be expected to) have its own taxes and services. Oddly, some folks have proposed incorporation in the mistaken belief that doing so would reduce their tax burden. Next, my understanding has always been that no provision exists in Hawaii law or constitution for doing so. Any insight on this?

I would be happy to join Carol, James and others to volunteer to explore options to incorporate HPP. By the way, I'm confused as to why the state government in Honolulu would block efforts of incorporation of HPP. What is it that we have that they want?

Teachers may see a way to coerce the government to take action for they are used to "herding cats". JMO. Best of luck this coming year in directing wild energy into tomorrow's geniuses in the course of your curriculum.
