The agreement the county made with HPP was RR would only be used in an emergency, so when a wind storm blocked off Kahakai they opened it, but it is not designed to be a "detour" for non emergencies.

Perhaps an ambulance trying to pass through the several-times-per-day half hour traffic jam would be considered an emergency? Or police, or fire. Bless anyone who might need such services while this problem is in place!

Emergency responders al have keys to the gates for RR, so that it would be feasible to use it for emergency vehicles.

All the neighborhoods between the Hilo Airport and the ocean, and everything south of there, have 3 or 4 locked / gated evacuation routes that are only unlocked and opened after the emergency has been declared. There is a 4th (5th?) locked / gated route that connects the airport road to Railroad to alleviate that traffic from merging with 11, which will already be at capacity.
If you want to see them, just follow the tsunami evacuation signage in that area and see where they dead-end at the locked airport perimeter fence gates. The only real road out of those neighborhoods is not capable of handling the traffic and it's in the tsunami inundation zone.

Spoken by some clown who has never tried to take the Hele On to work. I tried several times in the beginning but was always late. Not by 5 or 10 minutes but by 20 or 30 minutes. Not to mention the times going home where I was dropped off hours after the schedule said I would be. You want people to commute? You need newer buses you need better routes you need better drivers and oh yeah better roads too! Just forget it John this aint O A Who.

Hele-On is over a mile from my house, and that's if I cut a direct path through the jungle with a machete.
If people want to use HPP roads as their alternative commuter route they need to lean on the county to take over the ownership of those roads.
No, the "private" roads in HPP are still "open to the public" without restrictions; if people want to use them for their commute, neither HPP nor County can stop them from doing so. Commuters cut through Hawaiian Acres all the time.
That said, the hostility from (some) HPP residents has caused me to avoid patronizing any HPP businesses. As a convenient side effect, I also don't use any OLE roads to reach HPP.
opening up Railroad has just a much potential to serve HPP residents as not.
If the New Keaau development brings a commercial sector along the highway (by the Credit Union) and Railroad is extended all the way to Milo, the residents of HPP might feel very differently about the usefulness of the road.

Of course, without the "declared emergency", County has to seek permission from State, and FEMA, and consult the landowners of HPP, etc.

Trucks for his business have started to leave earlier in order to beat the heavy traffic, she said. She said she would check into whether it was possible to complete the roundabout the project earlier than projected.
And if none of our State Senators had a spouse with a business adversely affected by the detour? The rest of us can can just sit in lines of traffic a mile long that somehow remain invisible to the government?

Another year of this sh1t? What about phase 2 of the 130 widening? Does anyone know when that nightmare is scheduled?
