Nope, someone from the tax office actually goes out and puts an eyeball on each property once a year. I was chatting with my tax agent several years ago and she mentioned the new window box with flowers in it which we'd put on one of the front windows. When I asked her if she went past the house often she said they were required to go look once a year. If they can't see the structure from the road, then the structure could go untaxed for awhile, but with Google Earth and other satellite maps available, I'm sure those buildings will get taxed real soon if they have already been put on the tax rolls.
I don't know if they would have access to Post Office or Census data since those are both Federal agencies and it is the County who does the land taxes.
