That is a statement that I am saying I believe is true. If someone says "I Believe" it is like saying "I think".
IN NO WAY IS IT AN INVITATION.
Also, I never said ALL of Shipman property. My understanding is that Shipman management says it is ok for the public to walk the paths along the lava cliffs. Sorry, I guess with you I have to be very specific. NOT invitation. NOT statement ONLY my supposition ("belief") NOT saying ALL of Shipman property...
you must end up un-invited a lot if that is what you take for an invitation. SHEESH.

The only thing I was trying to state is that it is only right & good to allow the owner of any private property to be the one to say it is OK on a PUBLIC FORUM...to do otherwise (even with the "I believe") opens up their property up to a liability (as we have seen in Maui with the waterfalls- and if you are wondering about dogs & liability, we will probably now have some more restrictions on dog parks after the bite in an Oahu dog park)...
Entering something on the INTERNET, even on this forum, is more than saying I think it is OK to my friends & my ohana... you are putting this on a forum that is read by many (hundreds???) people you do not know, and many that may say...hey,I heard this from so & so, and they heard it from so & so who read it from a guy on a forum... "its OK to let our dogs go free on any of this property".... I would not want to be the owner of the property that someone else is saying, on a public INTERNET forum, that it is (may be, think it might be) OK to use (and you probably noticed a slight reaction that you had, when I said it is OK for any & everyone to use YOUR property!)
Oh, and even the owner of the property that you are referring to may be reading this, as it is public & many companies have bots...so I will stand by my claim that it is ALWAYS best, & good, to ask permission from the owner...and if you do use anyone else's property, it is always best to leave it better than when you entered...

Actually, the roads don't belong to the association, the roads belong, on a percentage basis, to everyone who owns a lot. The association does not own the "open areas" either.
The associations has, as has been asserted by court order, been allowed to "speak" for, and be liable for, the owners of the roads only. Nothing more.
