I agree that in such cases you can only expect the police to solve the crime and not be there to stop it. That fact is the reason for some of my other opinions. Most crimes are solved by the proactive road cop rather than the D Bureau. You can expect to find them most places. I can't speak to that likelihood in Puna.

After reading the BIC posts and based on them, which I take with a cup of two of salt, I will submit that County needs to stop hiring the Chief from within. I'm all for giving the local boy a shot at it but the only way to change the culture is with new blood.
As for the Commission on Accreditation for Law Enforcement, Inc. (CALEA®) that was referred to in the posts, it has been my experience that while there may be some good things about it, for the most part it has little to do with effective law enforcement. It does result in massively thick policy manuals, which also has little to do with effective law enforcement.
IMHO, the accreditation's primary purpose is to provide cover for administrators and politicians. "See, we have a good police department, we're accredited." Otherwise it means little. Kinda expensive too.

I think that this can happen anywhere and isn't a sign of poor police presence in Puna. It's a huge district and sparsely populated. I think people need to be aware of their surroundings on the red road just like anywhere else. It sucks that this happened, it's bad luck, hopefully they will catch who did it, but it doesn't mean I will carry extra protection or stay inside and lock the doors. I have been in much scarier places. I also think that an occasional sobriety check-point leaving Kalapana is a good idea.

When u see 3 or 4 police suvs are traveling together like wagontrain, which is quite often, u can be rest assured the rest of puna doesnt have a police presence.

Plenty leads.
Problem is leads led to relative/friend of someone in the force. Police lose interest.
