As I understand it, the request was for a straight rezone to CV, which would have permitted any future use compliant with CV... but, without a wastewater system that can support the "commercial" uses, the parcel remains RS, which would (for example) allow a very large "residential" home, that could later be SUP'd into a business (at least an "office" use, which could be supported by a septic system).

There are suddenly lots of survey markers, and the "change of zone" sign remains posted, looks like something is "still happening" with this parcel.
