I've seen how the dumping problem effects Los Angeles, not by other states all of the time but by hospitals in other cities. This practice then takes resources away that can help people because there are not enough resources around.

I cannot find any proof of other states paying to send people to HI. I have heard that CO. Has a great system for the homeless getting a large number of people back on their feet.

Homeless people in Fort Lauderdale, Fla., now have an alternative to shelters: A one-way bus ticket out of the city, thanks to a $25,000 program approved by city commissioners on Tuesday.
To qualify, participants must prove they have family in their destination city who is willing to let them move in. Advocates of the Homeless Reunification Program - which is financed not by taxpayers but by the Florida Law Enforcement Trust Fund, which is composed of money confiscated from criminals - told Florida's Sun-Sentinel this gives people living on the streets a second chance they wouldn't be getting otherwise.

Now there is a good idea! Both that they have a support system to land into, and criminals are paying for it.

Hawaii and S. Fla have a similar problem in that the climate makes it easier and more comfortable for homeless to live an existence more exposed to the elements. This serves as a magnet drawing or retaining homeless from other states. Fla is different from Hi in that there is the cheaper land route to get there, but that also allows for their easier self deportation. We actually have quite a few "snow bird" homeless that arrive with the return of winter in the North and leave with the arrival of Florida's oppressive summer heat and humidity.
I've also observed sizable camps in wooded areas made up almost exclusively of illegal immigrants living in huts made of whatever, both products of the forest the're residing in, along with what I would consider trash. This makes sense when you consider that most, in the larger camps I've observed, are from very rural areas of Guatemala and Southern Mexico. These lodgings are probably on par with what they left behind.
It seems to me that buying tickets to the mainland for homeless in Hawaii could work better than such a policy in Florida. This would be due to the higher expense for them to return to Hawaii at their whim.

According to Honolulu Mayor Caldwell, this is an urban myth. Not true.
Reading the other news stories on this, I get a different picture than the discussion here might indicate.
First, the hospitality industry is involved, and I believe the airlines are going to provide fare accomodation, so the money may go further than has been projected here.
The program is going to be administered by existing non-profits that work with the homeless. They are in a better position to evaluate candidates than any government startup could. And they will look at those who have been homeless the longest first. So that eliminates the "free vacation return" that some have envisioned.
Candidates have to have someone on the other end who is willing to meet them, and work with the transition. And they have to have sufficient attention to personal hygiene to actually fly on a crowded plane without causing an issue. So presumably they will also be wearing clean clothes, which the homeless programs have available.

Just to name one program to show your "assuming you know all" makes you look like an a$$, do your own work and look up Project Reconnect from NY, back starting in 2007. BTW, this is not a court of law, we do not need to prove ourselves here, and you are NOT a judge.

There are an estimated 17,500 homeless in Hawaii.
According to this article (below), 5 homeless people in NYC were sent to Hawaii via Project Reconnect after a certified letter to/from a family member in the islands verified that a relative lived here, and was willing to take them in. It doesn't state whether they continue to live with family, or are once again homeless:

Not sure where she got her information that it was only 5 because I heard directly from many more than 5 at the Hilo Police Station that they were sent here from NY. We also got them from Oregon, California, and Washington which had a similar programs but not advertised, some from as far back as 1992. I tend to believe people when they are giving a sworn statement and have no reason to lie, especially when the story comes from different people who don't even know each other.
The main thing it is voluntary only.
