The problem is that the police and courts do not put their full weight behind the enforcement of these laws. Enforcement is sporadic at best, and selective when practiced. Ask anyone who has tried to deal with these or similar issues what the police response has been, and they will tell you that they get told "too busy" or simply ignored most of the time.

Case in point: I don't call HPD about gunshots, because I figure the neighbors are dealing with the feral pig problem that County/State aren't taking care of.

everywhere you live is good ..and not so good. Many ethnic backgrounds here in Hawaii.....and with that comes different mind sets. Best advice is to be open.....this is not the mainland.
I too, dislike cruelty to animals....the idea of rooster fights, inconsiderate dog owners ...they exist ! As a whole, Puna is very pleasant experience.
You are vocalizing your likes and dislikes but Hawaii ALSO has a way of letting you know whether you fit in or not . Have watched many people want the weather, the beauty of these Islands and not be able to integrate with the reality that is Hawaii. Many have moved back to the mainland.

That whole "mainland" mentality is going to come to a screeching end in the very near future. I could go on, but do not wish to be offensive. Kinda reminds me of the complaining about Native immigration, but as one man put it: "We did not come across the border. the border came across us"? I'll leave it at that. I say, you want more regulations? Go to Europe, they have plenty there, IMHO.

I apologize for the outburst, just fed up with complainers, esp. when it comes to roosters Yeah, I like roosters. Is it not enough you people have destroyed the word, and now your own country? Can't you be happy with what you have? But, you are never satisfied unless you are intruding on others culture or freedom. That is your disease, which, will soon consume you.

First of all, you are right. I am white and fat.
Secondly, if your culture is torturing animals for fun, maybe you need to rethink your culture.
Third, all I want is to be able to live on whatever plot of land I choose to buy without people around me causing me grief, which includes unnecessary noise which I must hear. I have always and will continue going out of my way, and for good neighbors, WAY out of my way to NOT disturb my neighbors and all I ask is they return that consideration to me. Apparently that's difficult for some people. I won't intrude on your freedom as long as it doesn't intrude on mine, such as my freedom to reasonable enjoyment of my property which dozens of roosters next door tied up intrudes on in a big way. I have to smell em and hear em all day every day and nobody will buy my house because of it so I cannot get away from it. That is not right for you to do to me. You would be stealing my right to peaceful use of my property and about half the value of my home. Wanna raise roosters, buy a large 20 acre Kapua farm lot and raise em in the middle of it. The vast majority of mankind would agree with these sentiments I am sure.
I really do not care if you like torturing animals for your pleasure, even though I do feel it is wrong, but I get upset when it intrudes on my enjoyment of what I bought to call home. I would not move in near a rooster "farm" and would enjoy the same consideration and have you not move in near my house after I have bought it. It would destroy my enjoyment of my property and take the value of my home, which I would no longer want, and cuts it in half or less so I am incapable of getting away from the noise and stench. I don't see why you fail to understand that.
Don't start with the whole thing about how we come in and don't respect your culture, either. If you moved in next door to me in Illinois, I bet you wouldn't stop raising roosters to comply with the culture in this area either, and you would be just as offended that I asked you to, so let's put the whole understanding culture thing to bed. It has nothing to do with that, it's about being considerate of others and I honestly feel that ones who have no consideration about helpless animals such as dogs and roosters and make them fight to the death for their enjoyment are obviously going to be crass about offending other humans as well.
I am not a prude and normally don't complain and I have the utmost respect for your beliefs and cultures, so long as they don't intrude on mine, which is peaceful enjoyment of my property. Simple as that.
That is my whole issue with the roosters and vicious dogs and their owners, they think they can trample all over my rights and I should shut up and take it but scream the loudest when I ask them not to.

Isn't raising roosters here a civil right? Just a form of equal rights so those that do and those that don't are treated fairly and without prejudice?

Years ago, had a friend move into a really nice subdivision without a HOA /CCRs. A couple years later, she was up in arms, wanting to organize to force improvement of the neighborhood. My advice to her was that people moved there because there was no HOA/CCRs and if that's what she really wanted to leave the others alone and just move to where she could be happy. We once bought property in a place with very few, but very reasonable CCRs, but by the time we got to think about building, that list had grown many times over to the point of being objectionable to me.

Here, we purposely chose to be our own HOA and all our CCRs are unwritten.

My point... If a rooster "farmer" moves in AFTER I buy, I no longer have the choice of moving unless I want to lose tens of thousands of dollars because nobody would want a house next to one and I would have to give my house away to leave and that is very unfair to me. It is just plain wrong.
So, in that situation I would be forced to do whatever I had to in order to get him to leave. I wouldn't be the one wronging someone else, I would be the one who was wronged. Same as if he stole tens of thousands from my bank account only I can't even get him arrested for it even though it IS illegal. House color or style, bush trimming, and other non-intrusive things others do on their property won't bother me, it's theirs. Live and let live is my motto, so to speak, but rooster "farmers" aren't letting me live. They are taking away my peace and quiet, my fresh air as well as tens of thousands of my dollars in house value. Inconsiderate dog owners are in the same boat, bark bark bark all day and all night. What it is, for me, is why are these people like that, and why can't they see what they are doing? Things like this are why I have lived out in the middle of nowhere for the last 20 years. Hopefully I won't have such issues because I would turn into the worst neighbor for that person. Hearing all the complaining on here about dogs and roosters makes me nervous about living near people again. Sorry for the rants but some people here misunderstand and think I have a problem with cultures and peoples and I don't, just some people and their lack of consideration.
