What does that even mean? The county should enforce the building code when it is necessary, mainly getting out of hand. This isn't just county violations, these are state and criminal violations. You think that rent is being reported to the IRS? If you see one rat running in the distance, maybe not much can be done. But if you find a nest of rats underneath your bedroom, you will find a way to get rid of that nest.

By my observation the single largest and most consistent violator of county codes is the county itself. This has been ongoing for some generations and has become, de facto, the accepted state of affairs.

Administration by administration favors are granted to those perceived as supporters and withheld from those perceived as not deserving. It goes on today on the county and state level.
Assume the best and ask questions.

The worst form of which abuse is selective enforcement with an open-ended hope of remediation. An SUP application should not remain "pending" for years (except maybe pre-groundbreaking), dragging the process out creates the impression that any current activities are permissible and that all will eventually be forgiven.

Reporting some violations while ignoring others makes you a part of the problem.

County already has the aerial photo mapping software that helps to detect unpermitted construction, but they need suggestions on where to look. The goings-on at Uncle Robert's might be a DLNR issue, but I'm sure they could use some help too.

When you're finished cleaning up Puna, you can get started on downtown Hilo, that whole place is one big code violation.
