The "made in USA" loophole was in Saipan. Foreign contractor workers (mainly Chinese) worked in sweatshops. Saipan is a Commonwealth of the USA but is exempted from trade tariffs and labor laws. This ended in 2009 when the federal government took control of immigration there and the last sweatshop closed in 2009.

In Alaska the seafood processing industry is primarily staffed with foreigners working on J1 visas. Each worker pays a company about $3,000 to "sponsor" them. They work grueling hours at minimum wage for 3-4 months, but they earn a lot of overtime and most of the seafood companies house and feed them at little to no cost to the workers. The amount of money they make is a fortune in their native countries of the Philippines, Eastern Europe, North Africa, etc. When the seafood season is over (usually September) they go to some other location with seasonal work. Many of them return the following year. The seafood companies import workers in this manner because most of the seafood processing is done in rural areas where there are no local residents willing to (or need to) work for seasonal minimum wage jobs.
