Work-a-day public employees sweat and slog through the paper work filing for reimbursement of legitimate expenses, as an understood requirement of the job.

So far we know that Kenoi has admitted misusing the pCard and that irregularities have been reported in his gift reporting and use of per diem funds. The Attorney General will be looking at the card use, but all these things and more may need to be closely examined. There seems to be no end to the ways Billy has managed to get his fingers into our money.

On this link from James... Besides the double dipping, $600 per diem in D.C.? That's one expensive city I guess. And he still needed to charge $484 on pCard for dinner.
I hope we got our money's worth there in D.C at a thousand bucks a day.

Government per diem rate for Washington DC is currently $71. That does not include lodging, the maximum for that varies from just below $200 to just above depending on the time of year, so total rate could be around $300 per day.

I'm not defending Kenoi, I think his behaviour was reprehensible, but suspect HNN are quoting the total claim over a few days rather than $600 per day. At least I hope so, but given what we keep learning each day, I wouldn't be surprised if I'm wrong.

Question for the wise. Since Mr. Kenoi reimbursed the county for his personal purchases, did the county suffer any loss of something of value. Theft requires the specific intent to deprive the county of something of value. What was that something and how much was the value. I am having trouble finding any crime he may have committed? Also, is keeping the per diem while using the p-card that he reimbursed a criminal act? How late did he reimburse the county for the p-card double dips?

Some thefts are given a fine, a jail sentence, and required to make restitution. Just because the thief makes restitution before he is charged or sentenced doesn't mean a crime was no longer committed.

Billy bought personal items on his pCard for his personal use. That's not allowed. He signed a document stating he would not buy personal items with his pCard, which was his agreement with the taxpayers not to do so.
