I was working in the trenches trying to provide transitional housing for mentally ill adults when this happened. The number of beds for the mentally ill dropped precipitously and the promised federal funding for community housing and support never materialized, because of Reagan's refusal to support the funding at a federal level. The idea of caring for our mentally ill in their home communities is a good one, but it requires consistent funding. Many European countries have made the decision to have proper care and housing for their mentally ill in the least restrictive environment possible, they decided they would rather do that than have people sleeping and begging on the streets.

I saw first hand the large numbers of people who were handed their prescriptions, an SSD eligibility and a bus ticket during that time, because we were trying to find them safe places where they wouldn't just become prey for exploiters when they got off the bus. Now the mentally ill homeless are a permanent fixture living on the streets while languishing on years long waiting lists for housing.

I don't think I've ever brought this up before, certainly not constantly, so your claim that I "keep bringing this up" is the BS claim here.

You know guys...is this really the point? I frankly don't give a @#$%*** about which PARTY is to BLAME..... the truth is WE ARE TO BLAME AS A SOCIETY. Mental health is an ILLNESS. It pains me to walk by so many disturbed people on the streets of Hilo.....and under the bridge by Suisan on my way to go sailing each week. I want to help them but they are PSYCHOTIC and need medication and a safe place to live. And what are we doing right now? Closing down a wing at the Hilo Hospital which provides a safe place for people in crisis.

much of what is perceived mental illness is not it is due to drug abuse. long term and even some short term abuse that has created dysfunctional people . the mental health area of hilo hospital has more psychotic drug users then actual "mental " health cases.people that have been up high on ice for days many , many of the homeless are on the street because their illegal drug consumption uses up their rent and living money thus they get kicked out of their apartment/house and wind up on the street, and commit crimes and become a drain on society.

so we all agree it is a problem, we all seem to agree a large percentage of the problem is alcohol or drug fueled. so now we see why the good people of mt. view don't want them shipped up here. what kind of help will they get with no services or stores or bus service. the only thing it would accomplish is get them out of sight of the tourists in old town hilo. you can call me a nimby or anything else you want, but the problem is not solved by shipping them out of sight in the forest.

Europeans have also experimented with treating drug addiction as a syndrome that can be managed. Many of the problems are actually side effects: forcing addicts to buy drugs (of unknown strength and purity) on the street creates additional problems.

A doctor in the UK experimented with this: once he worked out the necessary "maintenance dose" and prescribed it to patients (administered in his office, so as to maintain the level) they were suddenly able to function. One such case was a woman forced into prostituton to support her habit; once the addiction was "managed", she was able to hold down a job, get an apartment, and regain custody of her children. Eventually the authorities arrested this doctor for his "illegal" activities, and all his patients ended up back on the street.

Notably, the above experiment did not require millions of dollars for a special "treatment center", nor were the patients marginalized into some kind of "institution" in hopes that they might eventually be "cured".

the project that is being proposed for mt view has support from state and county it will be very difficult to stop it .
the UK idea of providing maintenance dose is what we call here as the methadone clinic. the ice problem is the biggest issue here .

well, i hope you are wrong in this case facts. if enough protests are staged, it is not in the mt. view community plan, it is ag zoning, there are so many things wrong with the plan and the neighbors don't want it. I bet there is not one single person who bought into the 3 acres plot who said to themselves, " gee, i sure do hope 20 families move in to the lot next door.." but.. being the world we live in, if they just stay home and play on their computer and cell phones and don't do anything, then you will be right..
