Same as it ever was.
and half of everyone I know in rush hour on the way to hilo ... Drives through HPP taking 28, 27, 26 streets...
They haven't paid a dime for use, so what's your point again?
But, I doubt rail road will happen even if it did, I'd rather drive the detour than drive down makuu and take a side street with the rush hour than drive that dusty dirt road. If they paved it, all bets are off!

So are you then volunteering to step up and pay the residents of HPP for the wear and tear on their privately owned and maintained roads you think should be available to to save you a little aggravation with a teeny tiny little detour?
------
Who on this forum has never drove on a privately owned road on this island, that wasn't in their own subdivision?

So what you are asking for is free use of private property to make your drive about 5 minutes shorter.
I did not realize that HPP was a gated community!

Exactly my point. If HPP considers Railroad Ave a burden because it diverts traffic through their "private" subdivision roads that "they paid for", fine -- get County to revoke the PEAR through Hawaiian Acres and Ainaloa, which are "private" subdivision roads that someone "paid for".

One road in ... one road out. Keeps the country "country", doesn't it?

Probably more like 12-15 months, more if they discover artifacts.

Construction workers may have had to remove it to allow equipment access? Although the secondary benefit provided by the out of service camera might be even more important, an easily observed photographic record of daily "progress" is unavailable.

Post-dengue/no-TMT economy pushes that out past 2030, by which time the current DoT staff won't care.
Might be a good time to go to night shift.
But that would take twice as long and cost three times as much, no can budget for Puna.

Two to three times as much would be a bargain, when you consider what's called night shift in Puna generally starts with drinking and ends with sleeping. Might also result in either an oval-about or ellipse-about.
