That makes zero sense. When you slow traffic down, it creates congestion.

The "Wiliama-Keaau extension" seems like it would make the most sense. Hopefully this idea will be communicated to someone who might have some influence on the decision.

I would like to think it would go without saying, but southbound access would not need to change, but northbound access would be eliminated for the current intersection.

While I agree this is a dangerous intersection, I don't want to see a light there. I tried to find out who to talk to about this and was sent this information:
Thank you for writing to us. The funding for the light at this intersection is contained in a bill that is currently awaiting a hearing in the Senate Ways and Means Committee.

This has already passed a second hearing. There was a public hearing on 2/4 that I never noticed.
I am unable to figure out who I should contact at this point. Any ideas?

Shipman's commercialization of Far Upper Puna is a desecration which threatens our culture and religion.
The correct response is to build a camp and maintain a 24-hour presence with signs and banners, stack some piles of rocks in the road, songs and chants, pose for the media, etc.
Meanwhile, the legal team can nitpick every land-use decision that created the industrial park and the highway -- I'm sure some of the finer points were glossed over, somewhere, and the entire development is illegal on a technicality.

Keep an eye on the bill and submit your testimony. By copy of this bill to my committee clerk, she may be able to track it. Looking at the testimony, it does not look like Dept of Transportation is for it but willing to help. I was told they were against it 2 years ago for precisely the same reason you stated. (Traffic back ups and gridlock at the 11/130 light). IF you can get more people to testify against it, you can probably prevent this from happening because WAM will likely not spend money on something that the public does not want.

It looks like SB 3048 has been referred to the Senate Ways and Means (WAM) Committee. The next step would be for the Chair of WAM to schedule it for a hearing. Things move fairly quickly around here during session. Usually, the committee hearing notices are issued 2-3 days before the bill will be heard. Thus, the turn-around time is fairly short. However, once the hearing notice is issued, the public is encouraged to submit written testimony so the committee members can read your concerns.

It should read something like "Bill scheduled to be heard by WAM on Wednesday, 03-9-16 9:30AM in Senate conference room 209."
