Unfortunately On the night of this tragic fatality(easter night), it was very bright with an almost full moon and no rain to speak of. It may be a good idea to put that kind of reflective tape on the center or sides of the highway as well as our shoes and cloths. This may help remind some drivers the difference between their respective driving lane and a pedestrian used shoulder. Better Overall highway lighting may also help this type of tapes reflective effectiveness, not sure though.

I have often been "surprised" by pedestrians at night in dark clothing walking close to or in the road. It is critical at night (esp on Puna roads with no lights) to walk facing traffic, dress with if not reflective wear, white or light clothing. Always at evening.
