Assume... that the flag/anchor issues can be solved
...
Go watch Waterworld... a more eco friendly version of the guy on the oil tanker.

Might I suggest a crew of eco-pirates flying the Jolly Roger?
There's some folks who wander Old Pahoa Town that could look the part of a swashbuckling crew with little more than the right kind of hat.

I saw a documentary on some guy who created a floating island homestead using plastic bottles recently. I think he lives in South or Central America.

Cheaper than a used aircraft carrier, and the replacement parts are reasonably priced as well:

Reminds me of "Forbes Island" in San Francisco. Now a restaurant, it was once his private island built using a barge until the City and gummit harassed him so badly it turned into the restaurant it is today, if it's still open.

Funny, my first thought was, sounds like an island I'd want to get off of.... Then my second thought was, sure would be nice, I'm packing my bags.

One would have to get water. Some sort of catchment type stuff. I dunno, I would think if you had a floating platform just 5-8' down, you could farm your own fish and seaweed. That would also take care of the weather problems (maybe).

Problem is, where would the cash come from? Even if you had a bunch of semi wealthy people throwing in half a million, wouldn't seem like enough. You'd have to make it a resort type of attraction, but then doing that would ruin the private island feel. Maybe a two islands, one private and one public (to make the money) so people on the private island can afford to live.

Tours?

Just sit right back
And you'll hear a tale
A tale of a fateful trip,
That started from this tropic port,
Aboard this giant ship.

I spent some of my formative years being transported around the world on war ships. It sure is pretty when the fleet floats into Coronado Bay amid tugboat water cannons shooting water over the bow. Those ships are not just floating on the water like a raft in the middle of a swimming pond. I was on the JFK for example out of Norfolk and that ship had a crew of about 5,000 men/women aboard. That's a lot of people to recruit. Where are you going to get a crew of 5,000 to run the ship?
