We have always thought that a decommissioned air craft carrier would make for an ideal prison thus solving any over crowding and if 20 miles out to sea,virtually imposable for any escapes or be shark fodder .

A private prison would be an excellent idea.... but as was said there is no way they would allow those special little snowflakes we have in prison now... to live in any inconvenient way.

A candidate during the last election had a similar proposal. To summarize: we leave land and live in floating biospheres powered by the nuclear waste from Fukushima while we do a paradigm shift to a cannabis based economy. Some of you may have heard "Sockman" talking about this sensible and practical solution to, like, everything.

But leave the carrier operational. Fully armed. They are coming and we have to be ready. Oh, geez, here comes one of them now. Beam me up.

Before you make an offer, geez, 2.8 million for a recently decommissioned carrier? sounds like a free boat, seriously cheap. Of course, I don't have that kind of money, but dam, peps who do, get 1,000% less for 5 frigen million.

But, sign up with 'Marvel's agents of Shield' and if they let you in, then buy the tug.
That way, you'll get it retrofitted to be invisible and fly too. {wink}

And if you asked the right senator, or representative, you'd probably find a certain amount of state and federal tax breaks available as well:

1) Rent it to the Pentagon as a backup, reserve vessel?
2) Lease it to the state for a third major runway on Big Island? (well, for Big Island, even if it's not actually on Big Island)
3) Civil defense emergency transport to rescue South Puna residents should another lava flow threaten to cut them off from civilization? Oh... now we're finally entering the realm of the absurd! Even if funds were appropriated, they wouldn't let Puna residents get on board and use the ship!

And that might be your best case scenario. Like Railroad Ave and Chain of Craters Road, you'd get the money to upgrade your ship to full operational condition, and then the state would barricade it with a giant orange flotation ring surrounding it, PUNA RESIDENTS KEEP OUT! STATE CRIMINAL CODE ZX58XZ9 SECTION 947YYZ, $2000 FINE, 2 YEAR PRISON TERM.

Now you've got the worlds, cheapest, government subsidized private island. Even Richard Branson & Bill Gates haven't managed that.

I've seen mock ups of floating cities and or homes.. (Google it) and am a bit disappointed they would rather spend money on trying to get to Mars and such.. than live on the ocean.. after they destroy and pollute the land to the point that it is inhabitable.(or climate change does it for them.)
