Petition for Internet expansion in Puna

Should be yes,but their tech people came out a few weeks ago and told us - just out of their coverage area .
Maybe in 10 to 20 years they might upgrade if more people move in and bull doze the pristine forest .

They must be using some strange definition of "coverage area", or maybe they're just making stuff up because they don't feel like doing the work.

ADSL2 has a range of 17500 feet.

Blocks in HA are 1 mile (5280 feet) x 1/3 mile (1760 feet).

1/C to 4/E is therefore ~15840 feet, which means the entire block of 4 between D and E is within range. (The trunk from 1/C does connect to the line on 4, just look at the poles.)

Pristine ohia rain forests, really?

Its been so hard watching the Ohia die this past decade (current administration). Sadly Most of Lower puna OR (Ormat county's) ohia forests may no longer be worth saving. The Bulldozing, cutting, burning, and "petitions for more area Internet" may actually bring better entertainment and job options than competing with today's county managed invasions of the fire ants and deadly fungi,jmo.

Already working: Telcom took Federal grant money to build out facilities ("creating jobs"), then refused to connect subscribers within the service area ("entertainment").

Spectrum is Charter's brand name for their Internet and cable tv services. Its like how Time Warner Cable branded their Internet services Road Runner. In other words, Charter didn't spin off anything.

Thanks, Aaron. We did use that email address though. He must be very busy right now.
We also talked with PUC directly. They indicated that they expected that they'd be required to extend their oversight to internet at some time in the future as it is now considered a necessary for modern communication needs. They are just waiting on the legislation. We are trying to find out how to help that happen asap.

The franchise agreement which grants OWC ("Spectrum") and Telcom the exclusive right to sell service has not been formally ratified in quite some time; instead, the legacy agreement is being extended every few months.

"All 'They' have to do is" force re-negotiation of the franchise agreement so that it requires growth of the service area. No legislation necessary.

The East and West Hawaii franchise agreement with the State was renewed in March 2016.
