The old tire situation is the proof that the Hawaii "recycling program" is a farce from the mainland. Hawaii recycling was actually raw material export. It required off-island buyers. That is why there is the news about more cars being abandoned. The commodity price of scrap iron has collapsed, the commodity price of recycled tires has collapsed. If there is nobody willing to pay for shipment of junk off the island, it is going to stay here.

I always smell the burning of trash when the winds shift. It's sad that people can't figure out a way to get their trash into a car and dispose of it properly. But, then on my way to hilo I saw 3 or 4 bags of trash that were on the roadside. Who knows if they fell out accidently or intentionally.
As for tires, just that mentality alone, if they aren't gonna take the trash, then how are you expecting them to take the tires? But, now that they won't even take them any more sure isn't improving the situation any.
Doesn't seem to be an answer to this, at least not a common sense one.

This is why I believe a small bounty of say, $2 per tire (maybe $1 for scooter/lawn tractor size) would get a lot of tires removed from the environment.
There are a lot of poor people that would happily gather 10 tires a day and take them in to a nearby transfer station. I bet you would even see some of the homeless rolling a tire down the street to get a couple bucks.

It seems like someone needs to write a letter to our mayor and try to fix this ass-backwards situation with tires. Oh wait- our mayor is a corrupt thief and still in office for a few more months.
How about a temporary red-neck/gardener solution to tires?
They wont breed skeeters for eternity if ya fill em with dirt and plant something in em.

In 1974 one of the best April Fools jokes ever pulled was done in Sitka, Alaska when Porky Bickar flew hundreds of tires into the dome of an extinct volcano and set them on fire so the townsfolks would think it was erupting.

Short answer is YES. However, most tires now have steel belts in them, which must be removed as part of the process.

There's actually a road-building technique that uses old tires to hold crushed rock in place.
Planter rings. Concrete footing form. I can think of a few more uses, and I would actually be willing to pay a few bucks to get a truckload of them delivered.
