Don't know why DHHL just doesn't make another illegal subdivision, divide into lots and everybody on the list that can qualify for building under habitat for humanity guidelines gets a lot free and clear and be done with it.

They have done that plenty of times - there are numerous nearly empty subdivisions that they have never bothered to give the lots away on.

If they have done it, then why is there a list generations long? If it is a matter of the governing authority just not doing their job, or saving the best lots for their Ohana, then it is up to the people's to get the pitchforks and tar ready for a housecleaning.
If it is a matter of the people on the list not taking advantage of the situation of a free lot to build on, then they really can't cry that they are not being taken care of because they received a better deal than anybody else on this island. If the subdivision is not being built because the lot owner does not have enough money between all who are to be living there the build, then maybe the department was foolish in giving them a lot to begin with.
As far as "who is going to pay for the street lights" question, of course, the tax payer, which includes the new homeowner. Would you rather have them living at the beach in a pavilion, which is for all to enjoy, and not to be used as government subsidized housing, or pay a few dollars in taxes to pay for streetlights?

If they survive the waiting list, they must also build a fully compliant house with permits, which process is perhaps unaffordable.

I object to paying for streetlights in a vacant subdivision.

Oh no, they full on move in. Tarp walls, kitchen, piles of their stuff. Quite audacious.
A campground with adequate security, sanitation, and public transportation would be a better and more practical alternative. Cheaper than prison too.
