I'm awed ( & envious) that so many have so little to worry about that this tops their list of concerns. As far as threats to children go, yes Hawaii is a very dangerous place, unlikely that homeless people residing in an abandoned car in a public place pose the greatest threat.
***Still can't figure out how to spell 'car' correctly***

I don't concern my self what the homeless are doing.. they can and do and live where ever they want to.. but if they are panhandling around a bus stop with kids .. I have a problem..

homeless people residing in an abandoned car in a public place

Private place, part of which happens to be open to the public. (There's also a distinct term for the not-quite-homeless who have a vehicle in which to sleep.)

The van's occupant is Matt Foley, he is thrice divorced, and he lives in a van down by the lava. (Was once a "river" of lava).

terracore, maybe you're on to something, with one slight modification.
Instead of expecting the occupants of the van to become motivational speakers (wouldn't want to encourage them to talk to the kids), a motivational sign could be posted instead, as a cautionary warning to the children who walk past the van every day:

"KIDS, STAY IN SCHOOL"
"(or this could be you)"

It took a village (of concerned parents) to get County to act. I applaud the efforts of the citizens.

"many have so little to worry about that this tops their list of concerns"... Some people are more invested in their community than others. I'm sure this would've been resolved in days if the van was on your property or tourist/affluent areas.

There's a red abandoned SUV on the shoulder of Saddle across from Mauna Kea park that's been there for almost 2 months.

So it's not just a "private subdivision" issue. Maybe Matt Foley can relocate further up the mountain?
