The housing first model is used successfully many places. Even Utah, not any liberal bastion, has drastically reduced and almost eliminated the problem. Put them on a work farm.
This is a great idea, until that work farm serves a meal or provides a bathroom, at which point the compliance costs make it impossible to provide services, and you end up with $500/sf "container village" projects that can only afford to "help" 10-20 people. We need solutions, but we also need to be able to implement those solutions.

The only other option is incarceration. Make it a crime to be homeless.. and non productive.
If you think your taxes are high now.. wait till you have to house,feed, and care for the homeless under a private prison contract. It's far cheaper to give them their piddly amount of food stamps and nut checks, than send them to jail.. and let the local population centers/ business owners deal with the issues that come with it... than the state step in... and spend their finite resources. In other words.. it's up to the County or Pahoa to solve the problem.. and that takes sacrifice. Donations of labor, materials, land... etc...

When the children of Pahoa are afraid to walk home from school or to events or have a normal child life there is a problem, I go to Pahoa just regularly and I am un intimidated. I am older,crazy,and a" make my day" kind of woman though. Pahoa town has charm. Its sad to see the Akebono go down. There could be a vibrant music, food and relaxed culture with a low level presence of authority. Dare I suggest a mini model of the San Antonio river walk? Have a great time and be free. Always nice to know there are cops on biccles or horse back if needed. No hassles if everything is chill.

I wonder if it is feasible to ask all of the businesses that sell packaged beer/wine/liquor in Pahoa, to stop selling these people alcohol? Or would it take a new county law that labels them as a nuisance/habitual offender due to public drunkenness, urination in public, causing public disturbances, obstructing a sidewalk (sleeping on a sidewalk), etc? No fines or penalty for the business if they do not comply, but I am sure that public shaming of any business that continues to sell alcohol to these people would be in order. These people are well known so it wouldn't be too hard to get the business to say no. It is already illegal to sell alcohol to someone who is already intoxicated.

One prevailing theme everyone agrees on is if police and county officials don't want homeless in the park then they need to find a permanent location somewhere else. Of course, like the compost project, this "permanent location" needs to be "away from any community"... ask all of the businesses that sell packaged beer/wine/liquor in Pahoa, to stop selling these people alcohol? This gets expensive quick, because the alcohol lobby has plenty money, and it's a "legal" product under the all-preemptive "Federal law"...
