Users are the ones who should pay. Why should people who provide their own sewage treatment have to pay for those in Hilo?

Kailua Bay is frequented by tourists and residents who all depend on sewage being contained.
Personally, I'm glad we are self reliant here. I trust myself for maintainance of pipes.
