I'm kinda a fan of public ridicule. No, not like a lynch mob or stoning. (the bad kind of stoning with rocks thrown). Not those but you know those old wooden stocks you see in medieval times where the head and arms get locked in there for long long periods and you stand in the town square. I think the embarrassment alone would make otherwise repeat offenders think twice. Set them up for when all of Hilo comes down to an event. Say a side attraction at the county fair. Heck rotten fruit and veggies could even be given out to the kids to huck. lol
Might work. What's going on now doesn't work.

Please, let's not go back to the medieval ages to prevent crimes. There's a reason we've moved on from those times. It'll be one hell of a slippery slope if the stocks came back.

TomK, you sound guilty... Maybe we ought to tie rocks to you and dunk you and see if you're a warlock! If you float you're a warlock, if you drown we know you were innocent.

See, this is why we should live by our ancestors beliefs, they had solutions for everything. All the car thieves would be dead or missing hands, unless they were royalty in which case we'd be dead.

Public ridicule doesn't work for loners, they simply don't care.

$6000 bail for a fatal hit and run. Feels like the stone age to me.

This one's better:

They catch the guy (although it really looks like "parallel construction") and hold him without bail, so he just refuses to be taken to court.

OMG!, I hope there's a good explanation somewhere. Otherwise, if necessary place him in a wheeled restraint chair a wheel his azz to the Court or video for his appearance.
