ALL (Fed, State, County, Municiple) government raises are limited to the same COLA index as social security recipients.

Or... perhaps the COLA Index Commission could be made up entirely of Social Security recipients whose guiding credo and motto is:

"We paid taxes for 40 years. Let somebody else figure out where our retirement funds are going to come from for a change."
