I suspect that the whole thing is just one big catch-22. The county wants something more attractive than tarps, but any type of building has to comply with the tsunami building codes. It would likely cost millions of dollars to comply with the codes, and who is going to invest that kind of money into a tsunami zone? And if they did, it probably wouldn't work as well or accommodate as many venders, and the current rental rate wouldn't support the investment.
I foresee the HFM dwindling down to nothing. Vacant lots. County wins. I'm not sure WHAT they win, other than the dispute.

Odd that they do not want tarps because of fire hazard, but informed the new homeless camp that is what to use.

AND!! Told the farmer's market that individual vendors can bring their own popup tents/tarps, most of which are probably not fire-retardant nylon!
