AaronM - So when can I start rebuilding on my Lanipuna lot?
CD says: no can - eruption could restart at any moment for the rest of time.
County says: No can - don't you want to live in Keaau? Shipman got da kine subdivision we all be paying for.
PGV says: No can - KS 17 through 30 drilling being planned. No need pesky neighbors to complain.
I say: go for it - it's your still your property and you have every right to access it (for now).

Almost $70.5 million on Keaau Master Plan... predominant owner: W H Shipman Ltd...
Irony: Shipman ALREADY HAS a Keaau 50 yr master plan for their lands, developed over a decade ago & presented at 6:30 on July 10, 2006 at their Keaau headquarters.
Kimo Lee from Shipman presented a very long range plan of some of the Shipman properties. Most of the plan was for the Shipman properties in, and abutting, Keaau Town proper - mauka of then Puna Fresh, now Foodland, mauka of Hwy. 130/11 intersection, Makai of Puna Hongwanji Mission, and between Keaau High & Keaau Loop. There was a little bit on the property abutting HPP, most of it is currently planned as rural residentional & Ag, but down on Kaloli Point, they do have a long range (50 year) plan to include a resort & golf course -Kimo repeatedly explained that the infrastructure for this would be a tremendous undertaking. Their long range plan also has a community college & sports complex on over 300 acres, makai of Hwy. 130, but this is a very long range plan. Right now their 5-10 year plan is mainly dealing properties in Keaau town & the 32 acre shopping complex 130 & 11.
Note: none of the 50 year plan presented then has been started... HMSA & Longs development were not on the presented plan...

Not sure if this is the same one that was presented, but this is the Keauu Master Plan at the County CDP website from August 30th 2006 (note the file is called the Shipman Master Plan as apparently Shipman's plans define the plans for Keaau?)

In this file, what is now the new Longs and the Medical complex is shown on page 21. Not sure if the County's plans to give them $70 million is for the "Area B" project shown or some other part of the plan, but seems like a pretty sweet deal. No doubt they'll spend $10 million a mile on roads and sidewalks for our neighborhoods too if we ask, right?

Cool. My house might have a view of the 18th green, but will be long gone in 50 years, probably. I started my working life as a caddy, maybe it will end that way.
"Watch out for the puka on the 13th fairway and the bunkers by the green are in a no-dust spot and they haven't been paved yet - use the six-iron".

If the county receives funds , and ANY portion is not " specified explicitly in the Resolution text as to how it must be legally used" then my bet will be first and foremost.....
Bayfront Trails projects and Banyan Drive redevelopment plan complete with an H. Kim Visitor Center.

I started my working life as a caddy, maybe it will end that way.
I only hope they film Caddyshack 5 there. Replace the gopher with a mongoose, and at some point show the golf course and island threatened by a hurricane/tsunami/volcanic eruption - - and the only golfers allowed to play while extended emergency proclamations are in place are CD officials and workers. One of them misses a short putt as the winds howl, the seas lash against the coast, and ash rises in the distance, he raises his golf club to the heavens, unleashing a harrowing scream above the din...

OK now it becomes clear; we are going to bail out the banks by paying off the noncollectable mortgages.
You can't possibly believe it was really going to be all about helping individual lava victims, of course that will be the tearful P.R. presentation.

One issue that remains undecided is whether the county should buy lots that were inundated or isolated by lava or other properties in Puna’s Lava Zone 1.
Takemoto said no decisions have been made about that issue, including whether purchases should be mandatory or voluntary if they happened. Kim has dismissed talk of stopping construction in the area, calling it “counterproductive.”
But buying lots is an option the county hasn’t shut the door on completely. The spreadsheet identifies $189 million to purchase properties.

Again, my guess is that they will ask for this $189 mil but not specify in law how it is to be used (I'm sure Shipman could offer some more suggestions
. Nonetheless, it's a good thing that the Leilani Community Association has secured legal representation as contesting any condemnation proceedings may be needed ultimately.
It still amazes me that the "conspiracy theory" of the County coming to take everyone's land in Leilani actually has a line item in the recovery budget. Just because some punatics are paranoid doesn't mean that They are not out to get them!

You may be surprised at how many folks in Leilani do not have a mortgage...
