I am curious, how does Kai explain these bills? What does he say he hopes they accomplish?

snorkle - other Big Island schools have managed to get observatory THINK and Akamai funding for their students and teachers. I suggest you tell your school authorities to become involved in the various projects being funded by the TMT and other observatories. If you don't make the effort then you can hardly complain if you don't get the funding.
One problem might be that teachers tell others that the TMT is not funding education on the island, just like you have done. It's wrong, untruthful and unprofessional. If you really have a classroom, you have done your students a serious disservice and should be ashamed of yourself. An apology to your students would be the least you can do.
