We're looking in the wrong place for the wrong part of the anatomy.
Instead of searching for burial fragments under an existing road and thirty feet of lava, we should find out if the people who issue permits, fund studies, and hire consultants for five years to discover the obvious - - whether those people have a brain. Under their hair. Existing or not.

Yes, people deserve to be shut out of their homes after a disaster.
Kim's plan is becoming clear: by requiring permits that won't be available until after the funding has expired, he can avoid building the roads at all, with the excuse that "we can't afford it" and "it's not my fault the permits took so long".

No, but Obie's telling you to shut up when we first started this thread, rather than himself shutting up or encouraging our dialog, is indicative of a constituency that is willing to roll over and allow government to do what they may, rather than be engaging and help formulate the ends we hope to see. {deleted by moderator}

Displaced residents have been pretty clear about wanting to return to their homes and farms.
Mayor Kim has been pretty vague about whether this will happen and how long it will take.

I worked, closely, with Harry in 1990 as Kalapana was being inundated. I had considerable respect for him then, and encouraged him to run against Steven Yamashiro in the special election that ushered in Lorraine Inouye. He felt dedicated to the people of Kalapana and refrained. At the time a very close friend, who was also a part of Daniel Inouye's election committee for the Big Island, and grew up with Harry, whispered in my ear that I would not like him as a political leader. Telling me that Harry has been a life long, and very active behind the scenes, Republican. But we did away with partisan politics in our local elections and as such that side of Harry has never been exposed.
I now see it. And as with all things the Republican party does, I am disgusted by his approach to governance. It is selfish. It is partisan. Harry does not represent his constituency, but rather is a tyrant that does what he pleases without accountability. As all Republicans do.
I still think the community should have grabbed a bulldozer and on a Friday night carved their own access across the flow. The fact that they did not, and instead have deferred to county and waited is on one hand a sign of mature civility. But on the other it is a sign of a population that has been abused by its leaders and has been unable to navigate through the halls of government to get what they need.
I started this thread because, to me, to allow government to dictate the terms by which people get back to their land is unconscionable. Maybe in a totalitarian society this would be acceptable. Here? It's an abuse of power. And for what?

Those people can take action with bulldozers or through the courts.
So far, they're not taking any action. Perhaps this indicates that they don't want to return home as badly as everyone thinks they do.
