I think it’s going to be a concrete bridge.
It will make the road safe from future flows,
It’ll enable tourists to view the area without going on private property,
It may reduce helicopter noise as some will cheap out and drive the bridge instead,
Bridge could be lengthened to a short pier so people could take long walks on it.

Perhaps as disaster funds are running out, Highway 132 is the first phase of extracting additional federal funding, this time for an Interstate Bridge to Hawaii as seen in season four of BoJack Horseman. On/off ramps aren’t cheap:
