Everyone is used to seeing those useless "NO TSUNAMI THREAT" messages for earthquakes in Fiji, Alaska, etc, so when there is a "TSUNAMI THREAT" half the people will just misread and ignore it.
ETA: Well, only the ones that signed back up for CD alerts.

It's a design feature built into the system. How do they correct their own screw-ups? They establish new departments, hire consultants and "temporary" County workers, hold meetings and hearings, compile findings and post the PDF online, develop a plan to counteract past mistakes, quietly retire one department head who "wants to spend more time with his/her family," hire more County workers to implement the plan, raise taxes...

Unless Hawaii has installed the most recent technology how the sirens are remotely activated they can be hacked.

They weren't hacked, some bozo hit the wrong button again according to the police chief.
